Most people who find a plumber's website are standing in water. They want a number that dials on the first tap and a reason to believe you will turn up.

Most plumbing searches are urgent. There is water where water should not be, and the person searching is on a phone, standing in it.
That means the top of every page is a tap to call button with the word emergency in it, your hours stated plainly, and a one line promise about how fast you can be there. Everything else on the site can wait for the visitor who is planning a bathroom.
If you take night calls, say 24 hour emergency plumbing at the top and mean it. If you do not, give your hours and offer a booking link for the morning instead. Overpromising on availability is the fastest way to collect a one star review for a job you never took.

Each page should say what the job involves, roughly what it costs or what decides the price, how long it takes, and what you need from the homeowner. Answering the price question honestly is uncomfortable and it converts better than hiding from it.
People search with a place name attached, so give each town you cover a page with genuine local detail: the neighbourhoods, the age of the housing, the problems that come with it, and a review from someone who lives there.
Match those pages to the service area on your Google Business Profile. Where the two disagree, the profile wins.
For plumbing, the map pack takes most of the clicks. Complete every field on your Google Business Profile, pick the right primary category, add photos monthly and answer the questions people post.

Letting a stranger into your house is the actual decision being made. Reviews are what settle it, and recent ones count for far more than a five year old average.
