A missed call from a stranger is usually a lost job. Most people do not leave a voicemail, and the ones who do not simply call the next business on the list.

Texting someone who just called you is the strongest position in SMS compliance, because they contacted you first and expect a response. The CTIA messaging principles and the general reading of the TCPA treat a reply to a consumer-initiated contact as consented communication.
Where businesses get into trouble is the step after that. Adding the caller to a marketing list and sending them offers for the next six months is a different activity with different rules, and it needs consent you can prove. Keep the automatic reply transactional, and get permission before anything promotional.
Three habits keep you safe: identify your business by name in the first message, include opt-out wording and honour STOP immediately, and respect quiet hours for anything that is not a direct reply. Application to Person messaging on a ten digit long code is the technical name for business texting from an ordinary local number. Since carriers started enforcing it, unregistered business traffic gets filtered, delayed or blocked outright, and you often will not be told.
Registration has two parts. Brand registration identifies your business with an EIN or equivalent, and campaign registration describes what you will send, with sample messages and opt-in and opt-out language. Carriers check that your website exists, that it has a privacy policy covering how you use phone numbers, and that your opt-in description matches what the site actually does.
This is the main reason a privacy policy page is not optional for a trade business that wants to text. On Done-For-You we handle the registration paperwork as part of the build. On DIY it is a form you complete once, and approval usually takes a few days.
Both iPhone and Android can send an automatic message, and for a sole trader it is a reasonable first move. The limits show up quickly.
It only fires in Do Not Disturb or while driving, so it does nothing during the calls you miss because you are up a ladder. It replies to every caller including your family. It cannot vary by time of day. It does not save the caller anywhere, so there is no record of the lead. And when the person replies, the message sits in your personal texts with everything else.

Someone with an emergency calls twice in a row. If your system texts on every missed call, they receive two or three identical messages in under a minute, which reads as broken software and gets reported as spam.
